Capital Budget Process

The University’s capital budget process provides a long-term perspective of the capital needs of the University by integrating the capital expenditure needs with funding availability. The capital budget is reviewed and updated annually. 


There are two capital budget programs at the University of Maryland (UMD), the Capital Improvement Program (CIP) and the Systems Funded Construction Program (SFCP). The CIP includes projects for which UMD is requesting State funding, and the Maryland General Assembly authorizes the projects. The SFCP includes institutionally funded projects, either cash funded or funded through revenue bonds issued by the University System of Maryland (USM) to be repaid from institutional sources, and the Board of Regents (BOR) authorizes the projects. 


The capital budget cycle begins 18 month prior to receiving funds.

  Month Activity
University September Colleges, departments, and divisions forward project requests through their Dean or Vice President to the Facilities Advisory Committee (FAC).  A budget for each project is prepared by Facilities Management - Design and Construction (D&C) for the FAC consideration.
    The FAC reviews all project requests and prepares a recommendation to the Facilities Council (FC) on project priorities.
USM February The University System of Maryland Office (USMO) sends the capital budget instructions to the University.
University February/March The FC reviews and approves the 10-year Capital Improvement Plan (CIP) and 5-year System Funded Construction Program (SFCP).
  March Design & Construction (D&C) prepares and submits the required documentation for the 10-year CIP and a 5-year SFCP for submission to USM.

Capital Projects are those improvements for new facilities or major renovations that cost $5M or more and require approval beyond the UMD administration’s Facilities Council (FC); for example, University System of Maryland Office (USMO), Board of Regents, and/or the Maryland State Legislature.


The sources of funds available for capital needs are state capital outlay, bonds, gifts, the general fund and other miscellaneous funding sources. A separate account is used for each year of the capital budgeting process. As the president or his designee authorizes the initiation of individual projects, specific project accounts are created for the expenses and funds are moved to the project account. Once the project is completed, any excess funds will be moved back to the capital budget account to be used for other capital project priorities.


The Facilities Council (FC) oversees - at a high level - the use, maintenance, upgrade, and planning of the university’s facilities.
The Facilities Advisory Committee (FAC) advises the FC regarding projects to be included in the university’s facilities budgets.
The Facilities Improvement Committee (FIC) approves projects under the following circumstances:

  • Budgeted at $125,000 or less for which the department is requesting partial funding;
  • Budgeted at $125,000 or less and involve a change in space utilization, assignment or configuration that crosses divisional lines i.e., between one Vice President and another, or space assigned to the university; or 
  • That involve the siting of satellite dishes and antennas.

The Teaching Facilities Committee (TFC) advises the FC and the Provost on all teaching related facilities issues.
The UMD Architectural and Landscape Review Board (ALRB) advises the FC and is the group charged to assure aesthetic quality and design coherence for the campus.
Major Building Committees are established by the Associate Vice President and Chief Facilities Officer for capital projects. They include representatives from the occupants of the new or renovated facility as well as representatives who will address broader land use development and open space issues for the university.
Facilities Site Review Committees are ad hoc committee established by the Senior Vice President and Provost to make recommendations to the FC on sites for new facilities.
